Stephen has been an active member of the Old Lyme community since moving here with his family in 1993. Introduced to town officials by Merv Roberts, then-chair of the WPCA, Stephen worked with the Water Pollution Control Authority for years, developing a wastewater facilities plan in partnership with nationally recognized experts. His innovative proposal for decentralized cluster systems was designed to recharge groundwater, reflecting his commitment to environmental stewardship.
Stephen began serving on the Zoning Board of Appeals as an Alternate in 2021 before being elected as a full member. A Professional Engineer and Environmental Scientist, he holds a Master’s in Environmental Engineering and a B.S. in Regional Planning. His professional experience includes subdivision review in Colorado, developing an Open Space Planned Unit Development in Michigan, and planning a regional park in West Virginia. He also directed the EPA’s National Technology Transfer Center at West Virginia University and contributed to changes in the Clean Water Act. His work in water treatment technology has led to innovations now adopted across the United States.
